Progress earned towards the existing reputations will get applied to the new reputation. As Eric Musco pointed out, “if you are Legend right now in any CM rep, you will be a Legend in Underworld Exchange. If you are Champion in two of the reps, those values will be combined and could even rank you up.”

If you’re someone like me who has reached Legend status with some, but not all of the CM reputations, this is good news. You will now have the reputation status to purchase any item available for sale from the CM reputation vendors. You will only be gated by currency, which continues to be Cartel Market Certificates. They will now be a rare drop from packs.
If you have access to the Contraband Slot machine, you can win reputation tokens that will advanced your Underworld Exchange reputation. Currently it drops reputation tokens for the Contraband Resale Corporation.
